A “Project Portfolio” is a collection of projects and programs within and across an entity. This entity may be a division, a government department or the whole organization. It is called a “Project Portfolio” to distinguish it from any other types of portfolio — eg property or share portfolio.
Strategic Project Portfolio Management is not involved in either project or program management (planning, managing, controlling) or project or program governance (leading, directing, governing). Instead it oversights all of the projects and programs to ensure the organization extracts the maximum
value; that 1+1=3.
